The story mode goes all the way from the start of One Piece to Dressrosa, so you won't get bored for a long time. After the Final Island in Dream Log is completed a second harder version called 'Nightmare Log' is unlocked. Even if you finish the story mode (Legend Log), there are hours upon hours of gameplay with the Dream Log mode, which will also let you unlock new badass characters that you wouldn't be able to get otherwise. PW3 has TONS of story to play through, it's super satisfying to play, and it has a lot of replay value. I would personally choose Pirate Warriors 3 over Burning Blood any day, no matter what. Unfortunately though, Burning Blood's story is just a tiny part about the paramount war, then you're done. If you really like 1v1 ring fights, Burning Blood.
If you want to play for the fun experience and storytelling, Pirate Warriors 3 easily.
